President Scott Walker founded RECON Corporation in 2014 and serves as its President. In his role, Scott oversees all aspects of the company’s operations. He is actively involved in every phase of RECON’s renewable energy projects, including estimating, management, and customer engagement. Additionally, Scott mentors the next generation of renewable energy project managers and estimators at RECON. Scott’s career began as an apprentice in the IBEW system, where he quickly progressed to journeyman status in 2001. He soon became a foreman and eventually an electrical project manager, overseeing all facets of electrical and renewable energy projects. As a Master Electrician licensed in multiple states, Scott enables RECON to complete renewable energy projects across a wide region. Credentials: • Master Electrician licensing in twelve states • 25+ years of construction experience • 15+ years of solar experience • 25+ years of project management experience • NABCEP Certification

Chief Financial Officer Matt Warren has been a part of RECON Corporation since its founding in 2014. As the Secretary and Treasurer, Matt is responsible for corporate reporting and financial policy. Serving as the Chief Financial Officer (CFO), he provides financial leadership and strategic direction for the company. Matt holds a Master of Science in Professional Accountancy from Walsh College in Troy, Michigan, and a Bachelor of Arts in Public Administration from the University of Michigan-Flint. With over 30 years of experience in construction finance and more than 15 years in solar financial management, Matt brings a wealth of expertise to RECON. He is also a proud United States Marine Corps veteran. Chief Operating Officer Julie Smith now serves as RECON’s Chief Operating Officer (COO), following her previous role as Risk Management Director since June 2021. As COO, Julie oversees operational strategy, risk management, and policy implementation across the company. With 29 years of experience in construction contract negotiation and corporate policy development, she brings strategic leadership and industry insight to Recon’s executive team. Credentials: • 29 years of construction contract negotiation and corporate policy management experience • 10 years of solar industry experience • Expertise in lien law across multiple states • Immediate Past President of the CFMA Mid Michigan Chapter of Construction Financial Managers Association (CFMA)

Director of Operations Yahiry Nieves-Santos joined RECON Corporation in 2023, bringing extensive experience in workplace health and safety. Known for her critical thinking, strategic planning, and ability to collaborate across all levels of an organization, Yahiry has quickly become an integral part of the RECON team. As Director of Operations, Yahiry oversees operational processes and supports the development and implementation of procedures that promote efficiency, safety, and regulatory compliance across the organization. Her expertise includes risk analysis, accurate reporting, regulatory compliance, project management, and maintaining a safety-first environment. Director of Project Management Jackson Maxwell is the Director of Project Management at RECON Corporation. He has been with the company since March 2020, previously serving as a Senior Project Manager. In his current role, Jackson leads and oversees the entire project management department, focusing on consistency, efficiency, and effective execution across all active projects. He is responsible for setting department standards, mentoring project managers, and supporting strategic initiatives that drive successful project delivery. With a strong foundation in engineering, Jackson brings deep technical insight to the leadership team, enabling him to guide complex decision-making and support project teams in resolving challenges. His background in solar construction project management, including experience in project costing, forecasting, coordination, and client relations, continues to inform his leadership and contribute to RECON’s continued success. Credentials: • 9 years of Project Management experience • 6 years as a Construction Project Manager • 3 years as a Project Manager for Engineering and Manufacturing Processes • Engineering Degree obtained in 2018 • 6 years of Solar Experience

Director of Project Engineering As RECON's Project Engineering Director, Tracy Childs brings 25 years of experience in the construction industry, with a specialized focus on commercial electrical project management. Throughout her career, Tracy has demonstrated exceptional skill in overseeing projects from start to finish, particularly those under the Michigan Department of Transportation (MDOT). Her dedication to maintaining meticulous project documentation, processing subcontracts, and tracking construction costs ensures that every project is completed efficiently and to the highest standards. Tracy's expertise extends to preparing, processing, and filing construction reports, pay estimates, contract modifications, shop drawings, and material certifications. As an MDOT Certified Office Technician, Tracy is adept at navigating guidelines and compliance, utilizing a range of software tools to manage and document construction activities. Credentials: • 27 years of experience in the construction industry • Specialized in commercial electrical project management • Extensive experience with Michigan Department of Transportation (MDOT) projects • 3 years as an MDOT Certified Office Technician • Proficient with FieldManager, ProjectWise, LCP Tracker, and other construction management software

Director of QAQC Alex Cohoon joined RECON as a Project Manager in September 2021 and was promoted to Quality Control Director in 2023. With a technical background, Alex began his career as a durability test engineer and project manager. He then transitioned into the renewable energy sector, where he progressed from project manager to Director of QAQC. In his current role, Alex ensures that quality control processes and procedures are followed and works on developing best practices. His strong planning, monitoring, and project management skills, along with his engineering degree and multitasking abilities, have made him a valuable asset to the RECON team. Credentials: • 5 years of solar experience within QAQC and Project Management • 6 years as a Mechanical and Testing Engineer • Engineering degree obtained in 2019

Director of Safety Rick Pasley joined RECON Corporation in 2024 and serves as Safety Director, bringing more than 15 years of professional safety leadership experience across construction, local government, manufacturing, logistics, and risk management environments. Previously serving as a Field Safety Manager at RECON, Rick now provides safety leadership and oversight across construction operations, working directly with field crews, superintendents, and project leadership. His responsibilities include incident prevention, field audits, incident investigations, regulatory compliance, workforce training, and hazard recognition across multiple project sites. Throughout his career, Rick has developed and implemented practical safety programs designed to protect employees while supporting efficient operations. His experience includes managing OSHA compliance, workers’ compensation and return-to-work programs, emergency planning, equipment safety procedures, and specialized employee training. His background in both construction and complex organizational safety programs supports RECON’s safety-first culture across all project sites. Controller Jack Harvey joined RECON's team in March 2026. As Controller, Jack is responsible for overseeing the company's accounting and financial operations, including financial reporting, budgeting, cash management, and internal controls. Jack holds a Bachelor of Science in Mathematics from Central Michigan University and a Bachelor of Science in Actuarial Mathematics from the University of Michigan-Flint. With more than eight years of experience in the construction industry, he brings a strong background in financial management and operational support.
